Why is my bus overcrowded?

SWAT ensures that no overbooking occurs by allocating passengers according to the maximum capacity of the bus. However, overcrowding may occur when

• People, who do not pay for the use of our buses, board the bus
• Passengers board buses which they’re not assigned to
